Count factual states available at each remaining acquisition budget.

For a rollout configured with acquisition horizon :math:H, the factual state at zero-based step index :math:t has remaining budget :math:b_t = H - t. Counts are faceted by the exact persisted rollout contract. The reducer therefore describes support in the selected corpus; it does not claim independent samples or pool incompatible recipes.
