Build Oracle-labelled offline stores and target-RRI rollout campaigns.

This module provides an offline command that streams raw snippets through the Oracle VIN pipeline into an immutable source store. Rollout commands read those rows, materialize rollout-owned Zarr stores, and expose deterministic shard planning and status reporting. Shard builds use temporary directories and validated promotion; direct unsharded builds own their destination and never modify the VIN source.
