Inspect standalone rollout manifests, tables, and replay readiness.

This module provides a CLI that reads stores through RolloutZarrStoreReader, which opens Zarr payloads read-only. Optional validation checks normalized row links, action and label masks, provenance, and the derived finite-candidate Q_H view without mutating either the rollout store or its immutable VIN source cache.
