oracle.pipelines.fleet_selector

Select bounded Mac work from admitted roots and measured rollout cycles.

Supply means eligible roots without a prior target attempt, qualified by each queue’s exact source manifest. It is an operational backlog, never evidence of scientific pooling. Generated fragments await target preflight and a frozen queue before they count. Endpoint reachability cannot change frozen ownership.

Missing optional inventory returns no paths and no bytes, allowing callers to report unavailability. An existing inventory must retain all configured queues and match frozen host/plan identity. Queue admission is checked by the canonical queue reader, not by this pointer parser.

Reconcile exact host ownership and choose one bounded heavy worker.

All configured local locks must be free before measuring supply. Missing endpoints fail closed; they are never reassigned. Measurements must share the same writer profile. Insufficient support selects one rollout bootstrap unit; it cannot manufacture a numerical horizon. Once finite root work is exhausted, eligible queues may continue their frozen seeded repetitions.
