Return camera/depth frames observed at or before the rollout root time.

Prefix membership is defined by camera timestamp and optional trajectory row, never by spatial nearest-neighbour pose matching. This prevents looped or revisited trajectories from admitting future ASE GT depth frames into a non-final rollout root.
